We also got the bucked for problematic cases called St. Clair. Technically a dead end local office for a very long time.

It defies logic how can CIC operates like mom, pop shop without any accountability or responsibility. As a Federal agency, the work should be distributed among various offices. If required work or staff be move to handle excess work load.

Apparently, it look like some silly excuse to delay the process. Where are those "Super Men / Women" CIC promised to hire after increasing the fee to cut the processing time. Hope CIC will NOT demand another fee hike to $1000 to address the excess work load.

Due to some reason, CIC Scarborough a black hole, a Guantanamo bay for Citizenship applicants.

If CIC was giving service on a daily basis for the regular Canadians be sure that the performance would have been much much better. We are just immigrants and this is the service we get. It is just a great way to remind to all of us that we are still just a PRs.

Look at me, now I am planning to move and live to another place in order to get adequate federal service. But of course this is the price I have to pay by just being a PR in Canada.

One of retired officer from Cic; now a part time professor and lawyer did mention to me once- it's just a bad luck but yes delays are caused due to place of residence address also. GTA is one of the places she mentioned.

I'm not sure I understand the way CIC deals with their resources, even a fourth grader can do the math and say that if population of GTA is this, you would need this amount of officers to process your applications.
CIC needs an oversight, tight schedules for delivering their services, and yes, I pay for their service and I want the results in the reasonable time frame.
Even the sentence 'Citizenship is not the right, it's a privilege' has to be taken out from the use. A person who came to Canada legally, made his home here, pays taxes, submitted his application for citizenship and qualified by each and every point, has the right for Citizenship. By using this kind of obscure legal language, CIC denies us the right to go to court and challenge their behaviour.
I would even argue for the change of the name from PR card to PTR card (Permanent Temporal Resident).

I also see a big correlation that it is much more likely a slow local office to ask for something extra just to justify the reasoning for the delay.

The slow working office is more likely to make a routine application a non- routine. All this is done deliberately.

I also agree with ambient2 that if we fulfill all the requirements for citizenship as people living here long enough we have a right to become citizens.

I have a friend who applied from Calgary early this Year probably around mid Jan 2016 he got his citizenship test date within a month but unluckily he was travelling and took the second test date which was yesterday. It was wow quick. Between he applied from Calgary and have good tax amount in notice of assessment which I believe is also the factor. If you are working and put good amount in tax that can become good factor in express processing

The reason for the fast processing is rather the fact that his local office is fast enough. If your friend was in a slow local office area he would have still waited for his test.
