Does VO verifies Duties and NOC with HRSDC

I think you are mixing things up. He didnt got rejected because VO thought that NOC and hid job duties doesnt meet HRSDC requirements.
He directly started working as Supervisor. He didnt mention that he was working part-time when he was in college thats where the problem started. You have to let VO know how you got to Supervisor position.
