There are no exceptions to the rule that Federal Skilled Workers and Canadian Experience Class applicants exempt from the mandatory language test. Canada wants to assess all applicants against the same standards, no matter what their language of origin, nationality or ethnicity. Even someone from an English-speaking country, ( UK, USA, Australia, .........) who speaks English as a first language, would need to take the test.
