Does this mean he's been approved?

My husband and I applied for his PR here in December and he got an email last week saying a decision has been made and they asked him to send in photos to complete his file. They haven't given us a straight answer on whether he's approved or not but I'm presuming he's been approved because they wouldn't need his photos otherwise right? Could anyone confirm my hunch? Haha I feel like a little kid waiting for Christmas:)))).

Also, does anyone know how long it takes roughly for him to receive his PR documents after he's been approved? How long roughly until we know for sure?

That's very positive news. CIC does not reject applications without asking for supporting evidence or arranging an interview, so unless you've received such a request than "a decision has been made" is positive.

After receiving the photos, they will print the confirmation of permanent residency (COPR) and mail it. That timeframe depends on CIC's internal delays and mailing times, so it's hard to give a precise guess.
