Does the positive H&C count?

a few years back I got the positive decision from H&C before I became PR , my question is does it count as a temporary resident status towards my citizenship timeline?

As you had a work permit you were a temporary foreign worker. If it’s within the last five years, it counts.

If you held a work permit as a result of being a refugee, then you were still out of status in Canada. The work permit didn't confer status. To the best of my knowledge, you can't start the count until you became a PR.
