Does the government chose or suggest a province you must move into while pr processing?

Hi, Someone I know is planning to immigrate to Canada and told me that the government will chose/ suggest a province they should move in and they can accept or reject it. Is it possible?

It doesn't quite work this way.

You can either apply for immigration through a Federal program - or you can apply through a specific province.

Canada does not pick a province for you.
