Does the application package return if not accepted?

Dear Seniors,

I got an email from CIC that the application has not been accepted and a refund will be processed in 12 to 16 weeks.

They did not mention anything about the application package.

Do they return it if not accepted after initial review?

I sent the original IELTS. If I want to apply again should I write IELTS again or a copy should be fine?

Any information would be helpful.

Usually visa offices may return original certificates of applicant except PCC. But in case not received, the copy of IELTS test report form can be obtained from British Council. You can get up to 5 copies free.
