It is not legally binding that you have to live in the province that nominated you, but is more of a moral obligation for the efforts that the province has put in for nominating you. Once you are a PR, you have the right to work and live anywhere in Canada.

Yes, there are many IT companies in Ontario, you can search on Google. I do not think you would need to move to another province if nominated by Ontario, Ontario is good in itself. In fact, many people nominated by other provinces want to settle in Ontario.
