does sponsor need a police certificate???

What does it have to do with the sponsor being a citizen or not? The sponsor doesn't need police certificates, but CIC runs background checks on the sponsor themselves, as one of the conditions of being qualified as a sponsor is not to have criminal records. If there's a record, then it's a different story of how long after they can sponsor, etc.
