My opinion is that software engineers are always demanding in Canada. Very good chances to get a job in this field in Canada. However, I am not sure whether they will fast track your PR application though!

Yes, Computer skills are definitely in demand. They won't selectively fast track certain applications from among selected applications. However they will simply drop certain other applications from the pool of received applications. This will automatically hasten the processing of all selected applications because the total number of applications to be processed is lesser.

Big Yes technically educated persons are having in big demand not only in Canada it's all over the world. Now these days many latest technologies are build and experts are required. Android application and other application also launched. So we can say software engineers belong to highly demanded occupation.
