Does ONIP 'Guarantees' a PR?

Hi, if someone has a provincial nomination does that mean that IRCC will mainly focus on the Security/ Background checks? and the applicant's eligibility is passed?
I'm primarily concerned about my NOC Code selection - can IRCC disagree with OINP's decision on NOC Code selections and list of duties performed?

IRCC does an independent eligibility, and other checks that you might pass, or get rejected based on. So, the answer is no, having a provincial nomination is not a confirmation of getting PR.
