does NON-ACCOMPANYING FAMILY MEMBERS need pay the processing fee?

I just fount out that Medical exam can be done prior to the application being sent, so that it can be sent same time with the application.
but it is too late as the application is planned to be sent in couple days.
So, shall the applicant (sponsored) do the medical exam while the sponsorship/application is being processed? so that when at the time (a few months later) immigrantion asking for the exam, it will be already ready at that time. Also, please kindly provide the link that we can download the medical exam form (at least I havent not seen the exam form during filling application form)
