Does Nexus card 3-year residency requirement include time before PR?

I just became a PR few months ago, but have lived in Canada for over 3.5 years now. Can I apply for a Nexus card? I have a valid 10-year US visa too...and will have several trips back and forth to the US.

I know there is a 3 year residency requirement, but it is not clear on the website that if it is 3 years in Canada as a PR, or 3 years in Canada regardless of PR status (i.e. on a study permit or work permit as well).

Please anyone let me know if you have done this before, or know of anyone who has successfully included their time in Canada before PR as part of their 3-year Nexus residency requirement.

My reading of the regulations for issuance of the Nexus Card is that you are a PR as at application date not necessarily the entire 3 year period. This because reference is to a 3 year residence not a 3 year as a PR in the time describing clauses. Call your nearest enrolment center for reassurance or apply and see what happens as it only 50 bucks.
