does my mom need french or english in order to immigrate canada

hi there, i am a canadian pernanent resident, since last year, my mom would like to immigrate here with my dad and sister, but she dosent want to apply yet because she says that she dosent know french, she told me that someone told her that when she applies and the canadian officers see that she dosent speak french or english they wont allow her to get into canada, and wont be able to get the permanent resident, we are from dominican republic, and the only reason why she dosent applies its because of the language, but i ask myself, what happen to all those immigrants who come to live into canada, they dont know any french any english, so can someone tell me if thats true, thanks

Is she planning on applying as a skilled worker or through one of the provincial nominee programs? If so and she is the primary applicant, then she must prove that she knows either English or French by obaining a minimum mark on a language test. If she doesn't know English or French then she won't qualify to apply through one of these programs. The language requirement is mandatory.

It is possible to immigrate under some immigration classes with little English or French or if your dad is the primary applicant, she would be under his application and then it would not matter for her. However, in order to live in Canada, it really helps knowing one of the official languages.
