Does MR and PPR mean we are almost Through

I have got the MR & PPR by e- mail on 10-11-2012. Does it mean the security clearance is also over or is it to start after the CHC receives our medicals.

No, the Background checks are on untill we get our PPR back with visa. there r cases when many are deported from airports and many have been denied issuance of passport even after CIC receiving the medicals ...... ???
