Does medicals mean end of background check?

I have yet to receive my medical request but I'd like to know:

Once we are asked for the medicals, does that mean they are done with our background check?

Does receiving a medical request assure one of a 99% chance of getting PR if he/she doesn't have serious health problems?

You will find cases stuck with back ground after medical is submitted.

background checks consists of education and employment verification, and security checks. as per my understanding, education and employment checks are completed before medical request, whereas, security checks are completed after medicals. someone more knowledgable can confirm if this is correct.
