My friends told me because of Covid epademic CIC is giving an amnesty to students holding a study permit.
They said once I applied Im in Canada legally, and can work. I applied for restoration mid December 2020.
My permit expired June 2020
I stopped attending my school January 2019
Mid-February 2021, CIC requested my official transcript. Which I sent 4 days later.
Since then nothing CIC
Im employed full-time under my Social Insurance Number
Does it look good for approval because they are taking so long?
Are all decisions the VO makes their decision or they have to follow some law?

No. A Longer wait doesn't mean approval or refusal. They have so many applications to process. When they request you for any document, they don't wait for you to send it; they move to the next and will come back to your application later.

You're working illegally. You are not allowed to work at this time. Stop listening to your friends - they clearly don't understand the rules.

If you stopped attending school in Jan 2019, then you've been working illegally since then. Quite possible your study permit was canceled sometime in 2019 for dropping out of school.

Your situation looks pretty bad to be honest. You've basically been working illegally for 2 years and have violated the terms of your study permit in several ways. If the VO strictly follows the rules, they should not only refuse your application and order you to leave Canada, but also issue a six month ban for the illegal work.

EDIT: Just to add - you are NOT in Canada legally at this time. You are still in Canada without status / illegally. All you have done is applied for restoration. This does not fix your status. The restoration application needs to be approved in order for your status in Canada to be restored to legal status.

Oh shoot!! yes. So true. This is bad for your application since your transcript will tell them what they need to know.

You might receive a refusal soon. officers usually ask for the transcript to see if you are a genuine student and is pursuing active studies, if not. They refuse.

Illegally working for 2 years. Your friends have doomed you.
