Does it means Refused?

Received an email "We would like to inform you that your processed passport has been dispatched from the Canada Visa Office, on 16 Nov 2015 to the Canada Visa Application Centre"

It was second attempt and applied in Islamabad, received this email after 12 days of my application submission.
Does it mean refused?

Worried please help asap !

I have completed my bcom in 2013 after dat i joined a chemicals trading company in june 2014 as back office assistant where i learnt in various field i choosed global buss. Mgt in centennial college for jan 16 intake but i was refused on the bases that studies mismatch i have reapplied with strong sop and explanation letter bt i am afraid of refusal again, i also scored 6.5 in ielts nt less dan 5.5. What are the chances of getting visa in reapplying please help urgently.
