Does it matter which city we land in?

Hello,
I have sponsored my husband under family sponsorship. We have to land in Canada soon. Do we have to land in Toronto to clear the Immigration, or can we land in ANY city in Canada?

Any place in Canada that is your first port of entry to Canada.

Are you sure about this? Because I think smaller international airports such as in Victoria BC for example, they do not have immigration processing desks....

if it's an international airport, then you will encounter immigration. you can't enter canada from a flight outside of the country without going through CBSA and immigration. if there were no immigration processing desks, then how would you suppose non-canadians are allowed into canada? everyone has to be checked to make sure they are allowed to enter canada.

landing is always done at first point of entry, unless you tell them you are entering as a visitor and want to not land at that entry. when you get to the window, just tell them you are landing as a pr. they will take you to secondary and process the landing.

By definition, any "international" airport will have immigration.

The rare exception may be places like in Europe, if an international airport is located in the Schengen zone, and it exclusively allows Schengen-originating planes to land there.

If you can land at an airport from another country that does not share passportless-travel, then it must be immigration equipped. If not, then there is an open border that anyone from around the world could transit. Do you think it likely that Victoria BC is an unguarded hole in the Canadian border?
