Call the Canadian university? Why? They can do whatever they want but most likely no.

I don't think IRCC in general calls the institute. BUT they can verify your admission/enrollment without calling.
And university is supposed to report if a student stop studying.

The moment an international student stops attending classes, related lecturers needs to report this to student desk which further takes the things to managment, international office and finally IRCC.
