This requirement gives CIC numerous tools for making inquiries about an applicant's ties abroad. Continued ownership in property or a business abroad is a material fact and if concealed that will constitute fraud. This expands the scope of what CIC can probe and consider in evaluating the applicant's qualifications.
In particular, it appears to have been specifically intended to preclude the practice of applying-on-the-way-to-the-airport, which the Tories have long thought to be a major problem, and to also discourage (by making it more difficult to get there) those who plan to take-the-oath-on-the-way-to-the-airport.
The overriding impact is in the extent of discretion CIC will have to investigate an applicant's ties abroad compared to ties in Canada, and potentially deny applicant's CIC concludes are seeking a passport of convenience (another way to phrase a pet peeve of the Tories).
