An update-
The PA got a landing interview appointment. So it is clear that the next step is for the overseas spouse to submit her passport. But here is what the letter says -

STEP 4: SUBMIT YOUR DOCUMENTS
All required documents must be submitted in one single package.
A) To submit your package outside of Canada:
Applicants who reside outside Canada will submit their documents to a Visa Application Centre (VAC) in Australia, New Zealand or Fiji.
This service includes two-way secure shipping and tracking. A passport transmission Service Charge must be paid for each applicant to cover handling and courier costs. Once processing has been completed, visa documents will be returned to the VAC for collection by applicants.

B) To submit your package in Canada:

My question is -
Once the overseas spouse submits her application in her home country, the passport will go to Australia, New Zealand or Fiji through VFS of her home country for PR visa stamping? (FYI spouse is not from any of these countries mentioned above but the letter came from Migration Australia section)
Is this a normal practice?

The overseas passport only gets submitted AFTER the landing appointment. At that appointment the PA could ask these questions.

What is the overseas dependent's country of residence?

I agree. Only after landing formalities have been completed. Thanks for the suggestion to ask the question at the landing appointment.

I'd be a little confused why everything is coming from Australia and may submit a webform. You should be submitting the passport to a VAC in India.
This spouse was actually residing in NZ in the past and also has a visitor visa refusal from AUS.
Could that be a reason that the final processing or background check took place in AUS and the application is with an officer from AUS?
