Are your grounds for asylum the same as his? If so you have to anticipate that you will likely end up with similar results.

I don’t see any reason he couldn’t apply for Express Entry if he meets the requirements. I’m not sure if he can do it from Canada or if he has to apply from outside Canada. Most likely his work experience in Canada would not count as you technically don’t have status until your refugee claim is accepted.
IMO, your best option is if you have a successful claim, you sponsor him under family class. Unfortunately that would be about 3-4 years after you have a successful claim.

He cannot apply for Express Entry or a study permit while in Canada since he is classified as out of status because of his refugee claim. He would need to leave Canada to apply. Express Entry is not an option at this time.

Just to fully answer this question. Once he is outside of Canada he can certainly apply for Express Entry and return to Canada if he is selected and approved. Note that any work experience gained while working in Canada with refugee status cannot be counted as work experience in the application.

Sorry for jumping in on the thread. Can one apply for express entry even if your family are currently claimants in Canada?
