Does having a expired visa with no travel helpful?

My mom visa got expired and was planning to reapply. Looking at the processing times all around looks like it is really late.

Can someone confirm:

1) Does having a approved visa help in getting new visa faster?
2) IRCC Portal or GCKey?

1. No problem. Can be an advantage as it can suggest no immigrant intent.
2. IRCC more user friendly, less uploads needed.
