Does everyone have to get ppr before copr?

Hi, Apologies if this has already been asked before but I'm getting myself confused over PPR and COPR.

I've seen a lot of people saying they've received passport request letters so assumed that was the norm but seen others saying they have just been sent the COPR without the passport request.

Is the passport request only for certain applications or for certain countries? I am a British citizen with British passport - Express Entry FSW. Being processed at CPC Ottawa.

All our application is finished pending medical approval (my son is disabled), however my account was updated on Friday to say the medical is now approved (hurrah!). Will I definitely get a passport request or is there a chance we will just get our COPR document?

My husband and I both travel regularly with work so sending off our passports for an unknown number of weeks is not ideal. Thanks!

If you are from visa exempt country then you just need to send copies of passport to receive copr is my understanding.

Thanks. So although UK requires ETA for travel, it is classed as visa exempt? We scanned all stamped pages and info pages as part of our application. Will they need these again or can they use what is in our application?

They will request copies again.

Although not relevant to this post just for clarity an ETA is not a visa it is just an authority for a visa exempt individual to board a plane to Canada. It is not required on arrival of a visa exempt individual to actually enter Canada.

A visa exempt individual could assuming they have a US ESTA or US visa fly to the US and cross into Canada via the land border without an ETA. Same goes the other way a US visa exempt individual would not need an ESTA to cross from Canada into the US via a land border, just complete an i94 form at the border,

This differs for non visa exempt individuals who require a Temporary Resident Visa (TRV) to both board a plane and to enter Canada.
