Does everyone get IMM5669 Schedule A Declaration

I was wondering if everybody FSW/PNP/CEC applicants get IMM5669 to fill? The information seems to be exactly the same we filled prior submitting the eAPR.

Why is it different? In what case is it asked?

From what I understand, it is requested for clarity purposes. When you have gaps or other areas of unclear information, CIC requested for it to be filled.
