Does ECA is mandatory?

Hi,
I have a 3-year Advance Diploma (Canadian study) and a 4-year Advanced Diploma (Foreign study - No ECA). I already completed 1 year of work experience and done my IELTS exam. With my current IELTS score and without considering Foreign study my CRS points are over cut-off. So should I start my EE profile or wait for my ECA report. Not sure if ECA is mandatory or not.
Please help me with this confusion.

ECA is mandatory only if you are claiming CRS points for your foreign education. You are not so the ECA is not necessary.

Could you please also clarify 1 more question.

I got ECA stating equivalent to 2 year Canadian diploma. As I also have 3 year Canadian diploma also. Is I am in category of "two or more certificate, diploma or degree, one must be of a program of 3 or more years"?
