Does departmental funding of full fees constitute as commonwealth scholarship

A commonwealth scholarship is a specific scholarship called a commonwealth scholarship. You should know if you are receiving one.

i could not find more information about it any where, i need to get a formal admission letter from college but my department agreed to fund my entire course.

That's not a commonwealth scholarship unless you were specifically told that is how they are funding you.

The school should be providing you with an admission letter with all your funding information.
