My husband emailed them a copy of his passport two weeks ago and now ECAS says Decision made.

Does that mean his visa is in the mail?? Or does ECAS show that when they asked for PPR??

And how long does it take to the visa after ECAS shows Decision Made???
 
decision made can either mean he was accepted or his application refused

I think (and hope) he got approved because they asked him for his PPR.

What I want to know is if it says decision made (and assuming he got approved), does that mean that they sent the COPR in the mail?

If your interview was waived and there were no other eligibility issues that the visa office communicated to you, then "Decision Made" is 99.9% of the time an approval.

The COPR should be in the mail, so you should expect it in around 2 weeks time. Sometimes more or sometimes less since when they mail it out doesn't always correspond to the date eCAS changed to DM.
