And just to add, “enough proficiency” is different from “great ability”...

Trust me when I say I have transcribed 40-50 seconds of audio with not a period(.) in sight, not to forget the countless, "you know", "like" and endless stringing of sentences with "and". They may have enough proficiency but not what you expect from people speaking their native language.
