That's not true.
Conditions in the Letter of Acceptance won't result in refusal of study permit. You simply need to prove that you're able to fufill those conditions.
After all, if the university is sending a Letter of acceptance to you it means that it's possible for you to fufill them.
If your Letter of Acceptance mentions that the university offers you the chance to take languages courses. Don't worry about the language condition.
About the official documents, just write a letter to the visa officer explaining that you've already asked those documents to your school and you're waiting for them.
If in your Visa Checklist mentions that you have to submit official documents to the Embassy of Canada for visa processing, go ahead and get them, and send with your application.
