Principal Applicant is outside Canada and from an (Non. US), Non-visa exempt country. Self Employed.
Sponsor is a citizen
 
The sponsor needs to send in Notice of Assessment for most recent year. Not the PA
 
I'm not 100 percent sure but I was not asked for my notice of assessment. I am in background process right now. They haven't done my eligibility yet. If the IM5533 document checklist did not ask for it for the principal applicant, then there is no need to include it in the package. Usually if IRCC wants more info they ask you to send it during the process.

The citizen sponsor is a non resident canadian and is financially dependent on the PA therefore no Notice of Asessment was submitted for the Sponsor and the reasons were explained in Detail along with proofs of financial dependance on PA. Will PA be asked for tax returns in this case?

And as stated in that thread, no, the PA will not be requested to submit tax forms.
