Does being asked for a RCMP check indicate that the previous documents/criteria have been approved?

Just wondering if being asked for a RCMP check indicates that the previous documents/criteria such as education, work experience etc have been approved? Or do they ask for a RCMP check immediately, regardless of whether you'll end up being accepted?
