Does BC PNP require an LMO for an international graduate?

My situation is that I would be graduating from an institute in BC but I don't qualify for pgwp. I am going to have to be nominated by an employer. My question is, does the job offer require a labour market opinion? Thanks in advance for any answers.

I believe that it would be one or the other. BC PNP would be in replacement of a LMO. I believe the LMO involves the employer advertising the position for 3 months and the BC PNP doesn't as it is a job offer/guaranteed employment.
