You can apply for the notes at the same time put in a new application, but it's better to wait for the notes so that you have the full context of your refusal, to be able to properly address all VO's concern. No point in rushing to put in another application if it's only going to get rejected again. GCMS is valuable in this sense.
Yes - you can apply for botha at the same time. However I'm not sure it makes sense to do that. It looks like you already have three refusals. If that's the case, you should start by ordering your GCMS notes and waiting for them to arrive before you apply for the study permit again so that you can see the detailed refusal reasons on the GCMS notes and address these issues in your fourth application.
