does application without IELTS make it weaken the chance to get visa?

Dear fellows,
I am from Pakistan and I am going to apply for study permit till tuesday. I want to ask that since college offered me unconditional acceptance letter without IELTS, is it going to affect my visa application if I do not present IELTS score with my application?

It will weaken your application a lot. Do not apply until you are done with your IELTS.

It is always better to take IELTS before applying for visa.

Even I was exempted from Ielts, although it was from a British university and obtained admission without submitting Ielts but I took Ielts before submitting my application for Visa
