Does AOR mean the applicant is basically qualified?

No. That phrase is only used to qualify CEC Applicants for the BOWP.
It doesn't mean you are already 'approved' in the ordinary usage and meaning of the word.

Short answer, no. OHIP has a stricter standard than that of the BOWP.

Whereas an AOR amounts to a "positive eligibility decision" for the BOWP, for OHIP it needs to be "confirmed that you meet the eligibility requirements to apply for permanent residence in Canada". It is normally the "Request for RPRF and updates" email, which comes much later, that provides such a confirmation.

If you only have the AOR you would need to qualify for OHIP some other way.
