Does anyone know why I have to pay "Open Work Permit Holder Fee"

Does anyone know why I have to pay "Open Work Permit Holder Fee"? I hold a post graduate work permit and I was supposed to get 3 years but I only got 2 years because my passport expires two years from the date I applied for the work permit and I was advised to renew it when I renew my passport. Now I have a CEC application in process but I still don't know what is "Open Work Permit Holder Fee" and why do I have to pay it.

This fee wasn't there a couple of months ago. Is this a new law/fee?

Yes, they introduced this fee on Feb 21st. I am not sure about the date. It was around that time.

The fee is to help towards the cost of EE administration,you would think that they would have just slapped an extra $100 onto the EE fee,guess they can make more money this way.

Pay 255$ dollar my agent paid only 155$ and i got refusel on bowp
