First, the Quebec list on IRCC is broken. Literally. It says "all post-secondary DLIs in Quebec are approved". When you look at the list, it lists only few CEGEPs and Bishops. Additionally and coincidentally, the list only includes Colleges beginning with A B or C letters. Moreover there is discordance between the English and French links for List of Quebec DLIs. Ridiculous.

And if that it js not enough, all other provinces have a column called "Date added " . Only quebec list of DLI does not. Ircc come on man. Do your job correctly. Smh.

I mean if the official twitter account of your university says theyare approved, is there any reason to not believe it?
They already fixed it u can see all DLI's in english as well and they don't have date added since they are all approved

Even if my college is not on the list may I enter Canada as I have been holding a study permit since January 2019? Another saying if students who have had a valid study permit which was issued before March 18th may enter Canada even if their schools are not on the list. Btw my college is Lambton college.

Lambton under Ontario is still not there anymore. If they fixed McGill I wonder if Lambton lost their DLI status!

Did you try getting in touch with Lambton? they disappeared from the DLI English page.

I noticed that, looks like someone had a bad night and has deleted all but the first page of Quebec DLIs in English.

As far as I understood, all post-secondary DLIs are approved to open to international student in Quebec. When you click on the following "Check DLI", the link directs you to the DLI list, the standard one that you look to find the number to put in your study application. If you try to put any other province other than Quebec, all the DLI universities will appear too.

Just look at the address in the website bar:
Aproved DLIs: https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/students/approved-dli.html
"Check DLI" link : https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/designated-learning-institutions-list.html#dli-dropdown

They tried to say to check if your institution is a DLI in the first place, and that generated confusion.

So, there is no Quebec list because the plans of all the designated learning institutions (DLI) from Quebec were approved. All the DLI are in the list "Check DLI" link, which was bugged in English, working now for me.
However, if you have been issued a Certificat d’acceptation du Québec (CAQ) to attend a post-secondary institution in Quebec, your institution is designated (DLI). Consequently, if you have a CAQ and a study permit approved, you are good to go. This is what I understood, so far.

For those of us whose college/university is not on the list YET, keep strong and lets project the positive energy and manifest it into reality.

What else can we do?

Mail for fanshawe: They are expecting to be on list in starting of november--
Dear Fanshawe student,

This is an update to let you know that Fanshawe College has submitted its COVID-19 Readiness Plan to the Ontario government and is awaiting approval.
The College has provided the government with details about how it will help students with their quarantine plans including assistance in acquiring food and medicine, general academic, and mental health support. The plan also outlines protocols for the health of students in the event there are COVID-19 cases at the school.
The new list of Designated Learning Institutions (DLIs) with approved COVID-19 readiness plans is being updated on a regular basis, with the next publication date expected to be early November. Fanshawe College is in the final stage of receiving approval and this is expected soon. Fanshawe is ready to welcome students when the approval is secured.

Students who had been approved for a Study Permit prior to March 18 will not be allowed to travel to Canada UNTIL their DLI is on the approved list.

When approval is given, international student travel to Canada will be considered essential (non-discretionary), even if their program is being delivered online. All students traveling from outside of Canada must have their quarantine plans pre-approved by their designated learning institution (DLI) to ensure the quarantine requirements laid out in the institution’s COVID-19 Readiness Plan submitted to the government is adhered to.

Please note that travelers should not make any travel plans until they have met all requirements and received all necessary authorizations.
Students and any accompanying family members will be required to complete a mandatory 14-day quarantine period upon arrival in Canada and must contact fanshawecares@fanshawec.ca before making travel plans. Please visit our Fanshawe Cares page on the Fanshawe College website for more information.

We look forward to welcoming you.

Best regards,

Wendy Curtis,
Executive Director, Fanshawe International

Best of luck to those students who's DLIs arent on the approved list. My best wishes! Stay strong!

For those of us who have their institutes approved : i spoke with McGill International student services and they told me that the list is not fixed . Meaning an institute or an entire province, which is now approved, could have their status revoked. This will happen every 2 weeks i.e. twice a month. They told me that if I plan to travel, I should check the approved DLI website incase McGill is no longer on the approved dli list . So in short this happiness is for the next 2 weeks until they decide to update it. These 2 week notice is approximate and it could change as and when things progress.

I think more universities will be added and very few would get removed. They have to process visa files accordingly

This looks like it means the DLI list is going to be updated bi-weekly, with the next update likely to be on November 3rd.

That does make total sense actually because I have been told by Dalhousie University that they are going to be on that list on November 3rd!!
