Yea you're right..its just that some universities have at least told their students that they submitted a plan..this silence is concerning -_-no-one knows, the list has not been published. what matters is the list, not what the universities say, they are not IRCC.

And makes sense as the Immigration minister doesn't have anything to do with health and safety issues.

IRCC has everything to do with immigration policy and can choose to accept or reject the listing of any DLI on a DLI covid ready list. So a province can approve a covid ready plan but IRCC has the right to place DLIs on their list or noOk your proof is way more reliable than my humble conjecture. I agree with you,

Since I'm bored and frustrated right now, I'm picturing the Quebec and Ontario health ministers arguing with Mendicino over this list.
That would make for atrocious PR and also result in them losing lots of money, trust, and "face".
