How did you know this ? If there any such communication from CIC? I really need PR before Oct 31st to extend my stay in Canada

Why don't you apply for BOWP? Even if you have applied once and it is going to expire, I am pretty sure you can renew it if you are still waiting for a decision on your PR application

By the way does anyone know, when CIC financial year ends? I think it would be Oct because I have seen most of the bulletins they release are in November.

If you look at the below spreadsheet, whoever applied through FSW in May 2014 are getting PPR requests from last 1 month.

I believe they are putting more focus on FSW now. Not sure when they will start focusing on CEC guys.

This break does not seems to be the cap of 8,000.
In the CIC site shows:
Total applications received towards the overall cap: 3,087 / 8,000

This a good news indeed. It proves that CIC is still working on the applications but not from Ottawa office (or precisely people who applied in canada). Any thoughts?

Appl recived date: 06th may
Med: 22 Jul and PPR : 29th Aug

So there is no PPR only for Experience class. Any thoughts?
