My mum is applying for visa to visit me(student), her check list includes an itenary. Ofcourse the high commission doesnt want her to buy a ticket and I know it can be done through travel agents. I want to know if anyone has ever used any website that wasnt a scam that I could use to reserve a ticket for my mother without paying the full price that would be held for her until the visa confirmation?

On my previous TRV application I used Expedia, I just screenshot the itinerary I plan to book.
May multiple visa expired last year and in April this year I again applied for a TRV. I just screen captured the dates I plan to book on the airline's website

If you want to insist on making a reservation then find an airline that allows a cancel within 24 hours of booking given you can at least trust an airline but generally not recommended to make a booking but just provide an airline itinerary . Making an actual reservation can become an expensive exercise as some airline bookings are of course non refundable or at least subject to a penalty hence the itinerary option. As previous post Expedia always an option for an itinerary.

There are lots of options, Kayak, Expedia, airline website, etc. You don’t actual need to make a reservation.
