Yes, only if you need more points. But if you have enough points your wife don't need to take IELTS test.

Only PA need IELTS, dependent nothing to do with it,
there is no way that dependent IELTS can increase the points.

In your times, Yes, no points. BUT with FSWP 2013, spouse IELTS have 5 points.

If you are already Canadian PR then you can petition you spouse in spouse visa, there is no IELTS requirement in that.
