Does a rejected application count as a "previously submitted application"? (please read details)

Hello,

I recently submitted an EE application which was automatically rejected in a few minutes because I hadn't gotten my ECA done. It never got through.
My CRS score was shown to be ZERO and I got the message that my profile is "ineligible"
I did get an application number that starts with an E.
Now, after getting the ECA done, if I were to submit an application again, would my previously submitted application be considered as an application submitted for EE?
It is asking for a file number of the previous application. Is the file number same as "application number"?

I didn't get a UIC number because it didn't make it to that stage, I only have an application number.

An Express Entry profile does not count as an application. It is considered as an application only once you get an ITA and submit all the requirements and payment.
