I have a COPR interview (no PPR) tomorrow. Has the decision been already made or can the file be still rejected? I am kinda worried cos its the last step and don't want to mess this up.

Yes, it means a decision has been made and it's positive. In the interview they will ask 3-4 questions like if you have commited any crime, any conviction and if your family composition has changed.
They will verify your address and first landing date and you will be done...
