I received an ITA last week to apply for PR. The PR application asks for passport/travel document details for dependents accompanying the principal applicant to Canada. My wife and I recently had a baby in the US but we still have not received his US passport (ETA is 6-8 weeks). We do have his birth certificate.

Considering the 90 day deadline, we want to submit the online application as soon as possible, so that we can get a detailed list of documents that we need to submit. If we wait for his US passport to arrive, that will delay the entire application process.

My question is- in the absence of a passport, can I list the birth certificate as a travel document (in the US, the birth certificate is considered a travel document but not sure for Canada)? If yes, what should I list as the expiration date (birth certificate does not have an expiration date)? If I cannot use the birth certificate as a travel document, what other options do I have?

In the placeholder for baby's travel document/passport, upload a letter of explanation stating that the said document is not available, yet. Write that you've already applied for it and will submit to the IRCC once received. Include the receipt/document stating that you've already applied for baby's passport/travel document, as a proof.

Include the birth certificate at the proper place, where required.

Thanks Que Emving for revert. However, After when I click on "Continue Application" there we get a questionnaire and we have to add all details of each accompanying family member. There I don't see any option to upload any document.

Enter your baby's details there [as they would appear on his/her passport]. When you'll complete all the forms and will move on to submit your e-APR, you'll get a document checklist with places to upload all the documents. There will be a place for your baby's travel document/passport and you can upload the LOE with receipt there [if there is no separate place for your baby's passport, and all the passports are requested to be uploaded together, you can attach a LOE with other passports in the same pdf].
