Hi. I don't think so. Immigration/ Permanent Resident status does not require that you take the MCCQE, MCCEE tests. Likewise, licensure and finding work is not governed by the IRCC. That's the MCC's responsibility. All IRCC asks for is the ECA.
I agree with @monkeyspanner . Have you tried calculating your prospective CRS? I made my EE profile as 3112 and was given ITA (invitation to apply) via FSW (federal skilled worker) stream. Please note that NOC 3112 = Masters degree and not PhD when you calculate your CRS. Good luck!
