Do you need to accept the offer before applying for study permit?

Hi everyone, I got an offer from a Canadian university. I applied for study permit immediately as it says on IRCC's webpage. However, I have not accepted my offer yet, should have I waited till I accept it then apply for study permit or can I apply for it without accepting?

You need to get LoA from university for applying study visa. Some univ send LOA directly while others ask you to pay some fees for getting it.

Now its best to send them LOA from university using a webform, ASAP

I'm an in-Canada applicant studying at a Ontario high school, I have a conditional offer from multiple unis and I haven't decided yet. That is why I asked but thanks everyone!
