Do you need proof of funds for EE/OINP if you are already employed and renting a home in Canada?

Title - obviously if I'm living, working and renting a home in Canada I can afford to live here, but at the same time living expenses mean I don't just have the required ~20,000$ proof of funds. Because I'm already living and working here on a work permit, do I still need proof of funds for an OINP or EE application?

Who does not need proof of funds
You don’t need to show that you have enough money to support yourself and your family if

  • you’re applying under the Canadian Experience Class or
  • you’re authorized to work in Canada and you have a valid job offer, even if you apply under the Federal Skilled Worker Program or the Federal Skilled Trades Program
