Do you apply for PGWP before or after graduation?

Suppose if my program ends 30th December, do i apply for my pgwp after this date or beforehand(a few months before). If we apply after, then it takes few months to recieve it right? Which means i get to stay/work/find a job for those additional months that i'm waiting to recieve the pgwp?

How would you apply beforehand when you need your final transcript and a letter of program completion? You apply when you have the required documentation.
